Abstract

The article presents and analizes the influences on the process of setting up preschool institutions in Brazil at the beginning of the century. Within the then emergent urban-industrial society, the proposals of childhood assistance derive from the articulation of juridical, business, political, medical, pedagogic and religious forces. The first institutions appear to be supported by three major lobbies (medical-hygienic, police-juridical, and religious), thus questioning the opposition, established by litterature, between "assistance" and "education": aid is here identified as an educational project for the poor.
