The paper analyzes financing mechanisms for early childhood educational programs within the broader context of public policy funding in the country. Due to a scattering of small children assistance programs among various sectors, data analyzed refer to welfare, health,work, education and other areas' budgets. The overall picture is one of sharp instability and inequity, leading to waste of efforts and resources, often overburdening the very population defined as lacking assistance. The paper points out hindrances to be overcome so as to reach financing strategies compatible with a more democratic educational system.
