Abstract

The efforts to improve quality of public education in Brazil show the need to further information on the determinants of social and political possibility and ability to attain it. By drawing on a description of the implementation of main educational programs launched in the country in the last decades, this paper analyzes how these innovative proposals were affected both by variable operating within the educational system and by features of public administration in the country - political instability and ambiguity -, suggesting as countermeasures some mechanisms to evaluate the programs and to keep the population well-informed, so that it can exert effective pressure onto governments.
