The subject matter of this research is the planning and implementation processes regarding the policy of literacy for the Country of Rio de Janeiro, which was set up and carried out in the period of 1983-87 by a working group especially designed for this task. The theoretical review ledto the construction of an analysis model and to the setting of general hypothesis. Special attention was dedicated to the role performed by the technobureaucracy as a policy mediator, and, in this special case, also as a policy formulator following the influence of the changes in the specialized knowledge. The lack of harmonious acting between the state educational policy and the local literacy policy was considered as one of the main factors for the latter's decay.The analysis led to the conclusion that strategies aiming at circumventing bureaucracy - such as the building up of parallel educational networks - have not been effective enough to assure the continuity of policy implementation. It is suggested that two factors could possibly revert this situation: the increase both in the bureaucracy's effectiveness and on the level of political participation.
