This is a report on research developed by the Children, Family, and Social Welfare Department, which estimated the number of children and adolescents living in the streets of São Paulo in 1993. A discourse approach is adopted, placing the research within the context and the politics of the eighties, and highlights the error of inexorably associating poverty with the abandonment of children.
