In the second half of the fifties, quite clear efforts were made, in Brazil, to build a new concept of primary school, more adequate to population's wishes of redemocratization and economic development of the country that emerged soon after the end of the dictatorship of the thirties. Educators and members of the government registered in theiragendas the debate and the implementation of policies aimed at transforming the administrative structure and the pedagogical culture still present in the primary school system, highly articulated upon four pillars: school programs, teaching career, evaluation and student promotion systems, and school inspection. In this movement of building a new concept of primary school, attempts were made to: 1. Revise school programs, in order to reach the needs of democratization and modernization of the teaching system. 2. Eliminate the links between the teaching career and the evaluation and student promotion system, as a condition for more freedom and as an encouragement to the creation of new orientations and practices of teaching. 3. Reformulate the evaluation and student promotion systems, in order to propitiate the necessary conditions for the effective accomplishment of the legal precept of compulsory schooling. 4. Assist the teacher, by the redefinition of the pedagogical role of the principal and of the school inspector, and the creation of the Pedagogical Orientation Services
