The present paper investigates the expansion of the education opportunities in elementary school in the 1980s, as a result of the Educational Policy of the Rio Grande do Norte State, comparing the actual situation with the official goals. The results show that the observed increase of these educational opportunities has meant neither a better student qualification nor a better rhythm of school progress. Understood in its dual dimension of quantity and quality, the results does not suggest, hence, optimistic conclusions on the democratisation of the educational opportunities in Rio Grande do Norte.
