The article locates the concern with establishiment of national curricula within the neoliberal project which is part of a broader international process. If focuses on the definition of the National Curriculum Parameters (Parâmetros Curriculares Nacionais PCN) in Brazil and broaches the vision of curriculum according to César Coll, a Spanish psychologist and consultant to the team that developed the National Curriculum Parameters. The article seeks to link Coll's thinking to traditional theorizing in the area of curriculum development, as well as point out its psychologizing nature. Seeking to complete the objective it has proposed, it analyzes concepts of education, culture and curriculum present in the author's work, discussing as well, the proposed model for curriculum design and the sources recommended for supporting decisions on curriculum.
