The Integrated Centers of Public Education CIEPs, founded in Rio de Janeiro since 1985, introduced another model of public education, in which the main characteristic is the full-time schedule and the assistance aspect. This study intends to analize the relationship between education and assistance through the Resident Student Project of the CIEPs. Considering that the Resident Student Project represents an alternative of attendance to poor children, it was necessary to rebuild the social history the Brazilian children and the official assistance to those children to reveal the principles of welfare policies. The analysis of the Resident Student Project gave special attention to the point of view of the children assisted by this program. The children were seen both as social characters and individuals with treir peculiarities which are usually leveled by treir social condition.
