This article subject is the genesis of the education local councils, its different structures and ways of operation and differentiation, during the period of the First Republic in Rio Grande do Sul. This article analyzes 1871 parochial councils, 1888 councils, 1897 districtal council's and 1906 school councils, and identifies actions of control and fiscalizations of education. The councils were constituted by citizens of different districts, this citizens represented the local power and local parties, without any credentials of technical competence. Members of councils contribute to formalize and regulate the education during the period.
