This paper aims to study and compare two proposals of National Plan of Education in Brazil. The Parliament has to avaliate them after elaborating a national law. The first text is about the official proposal from the government. The second one was formulated by several teacher trade-unions and education associations. They are opposite presenting different conceptions, guidelines and goals. The study is based on a political analysis of both texts.
