From the analysis of the assistance and educational policies, this paper discusses exclusion by the way of the social inclusion policies. Some concepts such inclusion, exclusion, norm, normalization and governmentality are considered. Bonded to these concepts, the technologies of government and domination present in education contribute to our understanding about inclusion and exclusion as inventions in support of the economic games in the neoliberal States. The promise of changes to those who live in absolute poverty, in articulation with the will for a new life, maintains the Modern States in close relationship with the market. The inclusion policies are an imperative to the maintenance of neoliberalism.
