The text aims at discussing the plural annual planning that took place in the period of the FHC government and Lula’s first government, standing out the analysis of the politics for the professional education of the Country, under the look of socio institutional changes from that period, and also the decentralized character of the politics adopted. To do so, it was developed an analysis of official documents of the plural annual planning during the period of 1995 up to 2007, besides the analysis of studies of technical reports of the IPEA about the subject. The reading of such reports is justified by the participation of technicians of the IPEA in the elaboration and the evaluation of the PPAs. The paper concludes that there is a standard of regulation in the board of politics of professional education after the nineties, centered on the adoption of decentralized politics (transference of responsibilities) and focused on the population considered being in social risk.
