Abstract

The article analyzes the financial impact of the extension of compulsory education from the age group 6 to 14 to the age group 4 to 17 years old, established by the Constitutional Amendment 59/2009. The analysis was conducted based on PNAD data and on foreseen values to FUNDEB. We verified that 3,9 million new students must be enrolled in order to achieve the goals set by the Amendment 59 until 2016, and that the extension of attendance might mean a reduction in FUNDEB’s cost per student, in case the contribution of R$ 7,9 billion in new resources to the Fund does not happen. The data showed that the extension is important, especially because the portion of the population which has not had access to education yet is compounded mostly afro-descendant children and young people from poor families whose parents had little access to formal education.
