The current paper presents a research about the partnership between the public sector and civil society institutions for the provision of early childhood programs in the city of Porto Alegre/Rio Grande do Sul state, during the years of 2017 and 2019. The theoretical and methodological approach was based on the materialization of the State, in a process of correlation between the forces that are historically built for individuals that require public policies. Due to this research, we have confirmed the growth of the private sector in the offer and execution of the city policies for early childhood education, with implication for the democratization of access and child support. Thus, the right to early childhood education is not entirely tangible, reinforcing the disparities in a class society.
