Educational policies drawn up since the mid-1990s and especially those of the 2000s, have changed their strategies for the implementation of their actions. This article sets out to discuss those strategies aimed at the formation of active consensus between school actors and hence the preservation of hegemony. The main aspects of these policies are emphasis on learning, and incentive for participation and autonomy, and always almost unappealably jurisdiction by the idea of improving the quality of education. Considering the school as a nucleus of management, the so-called 21st century policies have focused their actions on those directly responsible for their implementation: teachers, pedagogical team, school principals, parents and guardians.
