How have academic knowledge and scholarship penetrated elementary education in Brazil? To get to the root of this question which leads to dialogue between Higher and Elementary education, this article sets out to understand the academic movement underlying the formulation of educational policies for the in-service formation of public school teachers in the 21st century. To do so, it historicizes the relationship between the university and initial/ongoing formation of elementary school teachers in Brazil; it presents dilemmas and perspectives of the educational policies contained in the National Plan for Elementary Teacher Formation and the Educational Development Program, and points out the contributions of the university to the implementation of educational policies for teacher formation and their implications for teaching.
