Abstract

In the state of Paraná, in the period from 1918 to 1928, occurred a relationship between delinquency and modernity. In this sense, children and adolescents living on the margins of society were held responsible for the rise in crime. Thus, the issue of poverty, abandoned children, the destitute and juvenile delinquency were expressed in the speeches of various authorities such as governor and jurists who sought impoverished childhood in the origin of the problems of crime. The terminology "juvenile offender" was used by Governor Alfonso Alves de Camargo. It was also necessary to regenerate, educate the "stray", "vicious" or "libertine" them, as noted in the speech of Governor Muñoz Caetano da Rocha Neto.
