Analysing the debate ocurred in several meetings to write Brazilian Constitution, the author identifies some of the educational issues that up to day did not come to reality in the educational system.  From the analysis will be discussed of the topics that will be discussed during the sessions to write the new Brazilian Constitution starting in 1987.
