is a summary of Water Garcia’s talk in the opening round table of PROMEDELAC IV - Fourth Meeting of Minister of Education of Latin America and discussed the obstacles and progress surrounding UNESCO’s Main Project of Education for Latin America and the Caribbean Islands whick has been regarded as a suitable involving illiteracy and basic education in the mentioned regions until the year 2000. In his speech the lecturer ponders that structural problems - basically the economic and the political ones - directly affect the performance of the educational system as a whole and may extend their effects in such a way that they will probably continue influencing education or even become worse to deal with in the future years. In such a context the Educational Management still operates with a past view of facts however it is somehow astonished while it observes the outcome of new “actors” in the educational process and notices the advent of new ways for finding financial support, etc. To look for new concepts of Management whish Latin America is involved with - mainly Brazil because if compared to other countries, it presents the most alarming figures - implies a deep effort for the capacitating of competent cadres to work with uncertainties and difficulties whick are becoming worse and worse and whick must consider education as the citizen’s fundamental and untouchable right.
