This article intends to synthesize the debate carried on during the First State Constitutional Congress of Education. It coincided with the settlement of the Federative States in the early Republican days in Brazil. The discussions not only dealt with the concepts of education but also subsidized the implementation of the educational principles stated in the Minas Gerais State’s Constitution. Two trends are focused: 1. the link between compulsory and free education in primary schools. 2. the municipalization of primary schools.
