This article analyses the development of the process that granted to the public school communities in Belo Horizonte the right to elect the school principal. The period studied ranges fron1989 to 1994. The starting point was the discussion that occurred at the City Council and the important and controversial issues that brought about the refinement of the legislation that regulated those elections. Finally, it is described the evolution of the electoral processes that took place at municipal schools in Belo Horizonte in 1989, 1990, 1992 and 1994, based on data supplied by the Administrative Offices of each region.
