This article aim is to analyse one of the most important changes in the public educational policies in Europa: the emergence of new regulation modes. For that, I´II use mode with five domensions that are in close connection: transnational regulation, national regulation, local regulation, multiregulation and mearegulation. The analysis will show how the public policies in education, its definition and coordination, are a complex process that puts the State in the essential function of “regulation of the regulations”.
