This paper intents to discuss some changes in the nature of the action of the capitalist State departing from the experience of Vila Olímpica da Maré, RJ as a sports public policy of the Rio de Janeiro City administration and its relation with the NGO União Esportiva Vila Olímpica da Maré. Antonio Gramsci is our principal reference to understand this new aspect of the capitalist State action as one of the central elements in the project of a third-way neoliberal society.
