Starting from 2012, The Plan of Articulated Actions (PAR) is no longer limited to the Plan of Goals All for Education, ascending to the condition of State policy. Supported in the analysis of empirical-theoretical studies that approach the evaluation of PAR in the municipal sphere, published from 2007-2012, this paper aims to outline some of the challenges posed to PAR current national policy's development. It observes that the maintenance and financial support from MEC has been increasingly and consensually judged as deficient, bringing as a result, interruption of an elevated rate of actions unchained by municipalities. The lack of financial support has more expressive impacts in the dimension of initial and continuing teacher professional development (Infantile Education and Elementary Education) and other education professionals, an aggravated scenario due to local fragilities, especially the ones caused by technical qualification and infrastructure's elevated deficits.
