The article presents an analysis of the expansion of higher education in teachers' education provided, in Brazil, by one of the possible academic organizations established by Law n. 9.394/1996 - the universities. It tries to compare the reality of the states of Pará and Rio Grande do Norte, based on statistical data from the database of the Anisio Teixeira National Institute for Educational Studies and Research (INEP), in the period between 2003 and 2010. The results have shown that the majority offer of teachers education undergraduate programs still prevails in universities, considering the total number of vacancies offered and enrollment, in spite of the growing expansion of such numbers in colleges, universitary centers and in the Federal institutes. This indicates that institutions that have no tradition in this area have assumed the task of teachers' education.
