Abstract

This article is an analysis of the debate in the press on Law no 917, passed on August 31, 1888, known as the Balbino Law. Its implementation in the province of Paraná has resulted in the closure of 168 schools for more than a year, leaving approximately three thousand children with no access to education. This law has generates criticism which, beyond political party disputes, resulted in arguments about several education-related topics such as the polarized options for public education or for subsidized schools, teacher training or teacher hiring criteria, among other issues. The sources have used published pictures in the magazine Galeria Illustrada, published articles in local newspapers of those times such as Dezenove de Dezembro, Sete de Março, A Idea and A República, as well as national newspapers such as Diário de Notícias and Gazeta de Notícias, in addition to official documents such as laws, decrees and reports.
