Abstract

From the enactment of the Higher Educational Law in 1995 until the end of the Duhalde government in 2003, Argentine universities underwent little change. There was a growing trend toward increased private financing within public institutions, and efforts were made to link universities to companies. Work was conducted with loans and guidance from the World Bank. Nevertheless the tradition of the public university in the country was opposed to the most extreme of these changes, which did have partial benefits, for example, the Research Incentives System and the creation of CONEAU (The National Commission for University Evaluation and Accreditation).
