This article discusses two main themes of educational reform: teacher professional proposals and educational administration. International agencies do seek to design a different professional profile and new kinds of relationship and practices at schools that are designed to create a new organizational culture in schools, and among educational administrators. A new profile of teacher’s profession has been proposed as a fast method to cheaply produce competent personal prepared to face the challenges of the XXI century. We conclude that the new policy associated with managerial aspects is a manner of redefining the education of teachers and managers. The article also analyzes the incorporation of international recommendations in school programs.
