The goal of this paper is to analyze the possible interrelationships among several Federal Brazilian laws: the Public-Private Partnership law (PPP); the law to stimulate scientific innovation and technological research (IIPCT) (law 59/05) and the University for All Program (ProUni) and in particular the higher education reform process. It presents the theory that laws such as the PPP, IIPCT and ProUni are legal tools used by the federal government in favor of the commodification of the higher education process. These laws present an ideology of privatization that allows the government to minimize and decrease its role as the legally responsible provider of higher education.
