This article analyzes the historic conditions that have defined the material coordinates of the production of knowledge by and the education of researchers in Brazil. The study focuses on the National Graduate Plans instituted since the 1970’s. It presents their determined objectives, the subjects and the intervening agencies involved in the implantation and development of graduate-level education. The paper analyzes the strategies adopted to implement a regulatory policy for scientific and technological research in Brazil. It also identifies the form of the institutional organization of Graduate Research in the face of the redefinition of the economic structures that regulate the production and circulation of knowledge on a global level, particularly in the context of the commoditization of knowledge.
