Abstract

SHIROMA, Eneida Oto  and  EVANGELISTA, Olinda. Evaluation and accountability: revisions in the forms of teacher management. Perspectiva [online]. 2011, vol.29, n.01, pp.127-160. ISSN 0102-5473.

This article discusses the evaluation and responsibility for educational results in policies concerning teachers, understood as focuses that intend to institute new modes of governing education. These policies aim to instill the logic of management by results in educational institutions. The evaluation of teachers is recommended by reformers as one of the most effective actions for improving the performance of students in their own evaluations. The implementation of management by results in the educational system has less to do with educational issues and more to do with a search for a new governability for public education influenced by managerial ideology. To publish results of evaluations without considering the conditions in which they were produced leads to mistaken analyses about the factors that interfere in the teaching-learning relationship. The focus on intrascholastic factors is an attempt to make teachers responsible for the unsatisfactory performance of students. The article concludes that in the strategies of multilateral educational agencies, the result is not an end; it is a means to break with salary equality and institute new forms of administrating teachers.
