The distribution of resources for education in Brazil, currently operated principally by the “funds policy,” is influenced by regional, economic and political conditions in the country and other determinants. The study presents an evaluation of spending per student per year in Paraná State, considering the size of the municipalities and whether they are part of metropolitan regions or not. It uses financial data from the National Secretary of the Treasury (Finbra) and data from municipal budgets. It analyzes the limits of redistribution of resources from funds policies - the Fund for the Maintenance and Development of Elementary and High School Education and to Support Teaching (Fundef) and the Fund for the Maintenance and Development of Elementary Education and for Support to Education Professionals (Fundeb) in Parana and the maintenance of the inequalities of education in metropolitan contexts.
