The article analyses the confrontation between antagonistic projects of education and university through the Brazilian history and its current face expressed in disputes by structuring the National Plan for Education 2011-2020. Analyzes the actions of the Campaign in Defense of Public School and the National Forum in Defense of Public School as important references for this contest. Supported in documents produced by MEC and the Forum, the text examines the main differences between the PNE -Proposal of Brazilian society and the PNE approved in Fernando Henrique Cardoso Government (1995-2002), analyses the vetoes that Government allocating public funds to public higher education. The article discusses some of the strategies of PL 8035/10 - PNE 2011-2020, especially those relating to higher education, questioning to what extent the new Plan express the strengthening of current guidelines for higher education policy. Finally, analyses the design of total public investment to PIB that includes the transfer of public resources to the private sector, mainly through programs like FIES, as indicative of the privatization of Brazilian higher education in the next decade.
