In this article we sketch a historic evolution of the researches in scholastic effectiveness, including the notions of effect-school and efficient-school, because these notions were constructed historically and they consist the evolution and the adoption of this concept from the years 1980, when the neoliberal model starts to be introduced in the reforms of the educational system. Thus, this article aims to present the evolution process, mutation and adaptation of such paradigm in each economic policy context, till its last form in the globalized context. Therefore exhaustive bibliographic revision is used, having as categories of analysis the efficient school and the effect-school; the concepts of efficacy, efficiency and effectiveness; and the application of this concepts in the reform of educational policies engendered in the years 1980 to 1990. We conclude that the paradigm of the efficient school has developed and in the curent context materializes itself in the" policies of results", or "policies of performance" or" policies of evidences" that deflagrate a narrow and mechanic view of the educational processes.
