Abstract

The text analyzes the meanings that have been attributed to the access and indicators to understand the advances and setbacks of higher education policies from 2000 to 2012. It adopts the bibliographic and documentary research, and statistical information, indicating specific conditions that determine and are determined by national policies. It concludes that there are advances, because these policies have provided access to various social groups in higher education, but also setbacks, because the system registers the predominance of the private education and, in the public sector, the concern with the expansion is accompanied by a few actions of students' permanence.
