The article brings a synthesis on the concepts of quality in higher education, found in national and international periodicals. The methodology of bibliographical research is used to identify the implicit and explicit conception of quality in the selected periodicals. It highlights that in the European periodicals the quality of education is closely linked to the constitution of the European Community and the Process of Bologna. It states that in the Latin-American periodicals there is a tendency to relate quality of education to evaluation and the training for the labour market and in the Brazilian periodicals the quality is seen as strategy of control and regulation prosecuted by the State, especially by means of evaluation.
