Abstract

This work aims to contextualize the Dimension of Educational Manager of the Articulated Action Plan – PAR (2007-2011), focusing on finances manager from São José do Campestre/Rio Grande do Norte, in the federalism perspective and collaboration regime among political units. For that, we analyzed five integrated areas of Dimension, with their respective punctuation, related to the technical and/or financial support by the MEC. As a base, this work has literature research in PAR documents, educational data and a register of financial resources received by the municipality related to the local Fundeb. The results pointed to the applicability of 65% of resources of this fund to the payment of teachers, a very few actions/indicators had MEC support and some source. This process created fragility in the sharing of responsibilities – collaboration regime – between municipality and Union.
