The objective of this article is to analyze the conceptual frameworks of Federalism and the types of intergovernmental relations derived from its operation, pointing to the repercussions in the implementation of educational policies. The article employs the Articulated Actions Plan as a reference, which is a tool used to establish the collaboration system among the federated entities, targeting the improvement of the basic education quality. The bibliographical research and documentary analysis made clear that Federalism is a political system that requires distribution of power and interdependence amongst the federated entities. In the case of the Articulated Actions Plan, sometimes it is identified with interdependence, sometimes with the Union's authority and the centrality of decisions at that level of government. As a conclusion, it is reasonable to say that progress must be made upon improving federal coordination in order to balance intergovernmental relations, giving autonomy to the different levels of government, also supporting technical and taxes collection capacities so that they can take part in the decision-making processes regarding national education policies.
