The article analyzes the ethical-political management and the contradictions of the community actions promoted in Pro Young Urban (Projovem Urbano) - a Federal program for young people aged 18 to 29 years old, with the purpose of providing the completion of elementary education, initial professional qualification and the youthful protagonism. It is a result of the research conducted between 2015 and 2016 in the municipality of Mesquita / Rio de Janeiro, and included a observation of the Citizen Participation classes and the appliance of questionnaires with open answers to 67 students. Based, theoretically, on the thinking of Antonio Gramsci and Edward Thompson, the study concludes that the precarious conditions of reproduction of the existence make difficult the conformation of the workers both to citizenship in the perspective of the social capital, and to the effective participation in the decision-making spaces. The low institutional political participation of the young people of the periphery is not the result of political alienation, but a product of the objective determinations to which they are subject.
