The objective of this paper is to analyze formative actions aimed at school principals in office at the São Paulo Municipal Department of Education (SME/SP), between 2013 and 2016, in order to identify their foundations and purposes. Considering that the ruling party was the Partido dos Trabalhadores (PT) [Workers' Party], the hypothesis was that the principles of autonomy and participation within the scope of democratic management founded the initiatives, and that their objectives would be to subsidize democratic practices in the schools. We use the qualitative and exploratory methodology with documental analysis as a procedure. The data were collected in documents available in one of the regional boards and in the São Paulo Municipal Department of Education (SME/SP) website, which were analyzed on the theoretical basis of Habermas (2012, 2012a), Freire (1979, 1983, 2000) and Toro (1999). There were evidences that the formation actions were based on democracy, aiming at offering emancipatory social quality education.
