The article analyzes the policies implemented by the Coordenação de Aperfeiçoamento de Pessoal de Nível Superior (Capes) and their repercussions on the expansion and evaluation of post-graduation programs in Education in Brazil, with an emphasis on the Northeast region. It is assumed that the adopted policies assume a logic of efficiency and productivity that encourages competitiveness between programs. It is a qualitative research that used documental analysis and the elaboration of statistical series based on data from the Sistema de Informações Georefenciadas (Geocapes). The study shows that the policies designed by Capes allowed the expansion of the post-graduation system, in terms of both the number of programs and the number of enrollments, in all administrative networks. This growth has not occurred homogeneously across the country, with great asymmetry between regions, especially in relation to the quality and ranking of programs.
