This study carries out a quantitative diagnosis of care provided to students with special needs in the public school system in Rio de Janeiro. We evaluated the relationship between the Human Development Index (HDI) and the Basic Education Development Index (IDEB, in Portuguese abbreviation), the attention that schools devote to students, and the variation in that attention due to the location or number of inhabitants of each municipality. The measure of attention was the density of students per specialized educational assistance classroom (SEA). The HDI and IDEB did not explain the degree of attention to students (R2 < 0.01; p > 0.34). When grouping the municipalities by government region and number of inhabitants, there was no significant difference (p > 0.05). The results indicated overcrowding of SEA classrooms in most cases (≥ 25 students). It is concluded that students with special educational needs are neglected in the teaching and learning process, and the overcrowding of SEA classrooms in public schools of Rio de Janeiro is a problem to be urgently solved, without neglecting the quality of SEA offered in these spaces.
