Resumo

This paper investigates the reduction of Brazilian studensts’ educational performance as shown in Saeb (1995-1999). We consider the hypothesis that the decline in the performance shown in the sample is due to changes in the characteristic of the evaluated students. This could be explained by a decrease in dropout and repetition rates observed during that period. Furthermore, the paper argues that the most appropriate way to evaluate the quality of educational services offered by any educational system is to compare different generations instead of  comparing students’ performances in the same grades but in different years. When this procedure is carried out, we observe an improvement in educational performance between generations.
