Educational policies for infant education from the 1990s to the present in Brazil are discussed within the context of multilateral organizations with special reference to the World Bank. Suggestions of multilateral organizations with regard to small children in developing countries are not the same as those proposed for developed countries. In the light of this difference, the World Bank’s official document called Priorities and Strategies for Education, published in 1995, is analyzed. The need to attend to the needs of the poorer social classes with low-cost programs is what underlies the above-mentioned programs. The education of very young children is demonstrated to have a compensatory role since the importance of caring rather than educating is easily perceptible.
