Abstract

This paper presents the consolidation of part of the results obtained in a large survey carried out in 29 towns in the state of Rio de Janeiro, focusing on some of the difficulties faced in providing Pre-School Education, Elementary Education, and Adolescent/Young Adult Education. After referring to the reforms that came to affect the status of Brazilian municipal governments regarding their responsibilities to offer these levels and types of education, we analyze, among other aspects, the segments and phases of education which are offered, their importance in fostering the process of making education a municipal duty, the reasons, concrete actions and difficulties faced in order to meet them, the partnerships and agreements established and the kind of institution which they are predominantly signed with. As a more general conclusion, we postulate that the right to Basic Education, by and large, is not locally secured, which confirms the existing consensus that the specific priority given to Elementary Education, put into effect by the Fundef, has reduced the financial support granted to Pre-School Education programs and to Adolescent/Young Adult Education, especially at the municipal level.
