Failure in early education, due to children's non-literacy, is a major problem as shown in the evaluations of the National Assessment System of Basic Education (Saeb) and the Permanent Assessment System of Ceara's Basic Education (Spaece). In an attempt to change this situation, the state of Ceará has been implementing policies geared towards students' literacy in the very first years of their education. Among them is Spaece-Alfa's literacy assessment in 2007 as a new trend of the state's evaluation system. This article will present the main data obtained in this evaluation, highlighting the methodological procedures followed and the mechanisms of releasing the results. Spaece-Alfa, an external and census-driven system, applied a multiple-choice test to assess Reading proficiency of 2nd year elementary school students in public schools. The main results reveal that the teaching system is not complying with its function of teaching reading and writing to a considerable percentage of students, as almost half of them completed the 2nd year without having developed the basic literacy competencies. However, the good results achieved by some schools show an optimistic and possible horizon in terms of the performance aimed at.
