Abstract

The authors present a reference matrix developed for the Indicator of Functional Literacy (Inaf), a project that has been collecting and analyzing data on literacy skills of the Brazilian population between 15 and 64 years of age since 2001. The main innovative aspect of the proposal is the integration of two areas of literacy - letters and numbers - into the same sets of skills. The functional habilities (spotting, integrating, elaborating and evaluating), which are the main focus of Inaf, are distinguished from basic skills, useful for evaluating early literacy programs (recognizing letters, numerals and signs, recognizing words and numbers, fluency; recognizing the subject, type or purpose of the texts/instruments and written record). In addition to the types of text on which literacy skills come into use, the authors present and discuss the difficulty factors that make tasks correspond to lower or higher levels of proficiency. The referente matrix aims to provide educators with a conceptual framework to organize the work of teaching literacy skills, the main vehicle for learning in various fields of knowledge, around which one can build an integrated education project for the entire basic education.
