Abstract

This article aims to present, in a systematic way, concepts about the monitoring and evaluation of social programs, making use of the classic literature in the area and of the concrete experience of producing information and knowledge to support the day-to-day management of social policies and programs. It discusses evaluation typologies, following a cycle of program implementation and investigative scope; about the need for multi-methodological and multi-disciplinary approaches in conducting field research; and, about the complementarity of monitoring systems and research on evaluation. Finally, it presents a proposal for a reference system for planning the development of monitoring instruments and evaluative studies of social programs that permit the composition, over time, of a systemic evaluation of the social policies which connect them.
