This study presents the plan of the new system of early childhood education quality implemented in Australia, reporting the research that was referenced in order to establish performance evaluation and scoring, based on agreed-upon standards. The steps for implementation were planned to ensure the validity, reliability and consistent application of the evaluation instrument across the entire country. Preliminary evidence was presented in the results of this process of quality evaluation. Issues and processes related to the implementation reveal the main areas that deserve attention, when a country commits to improving the quality of its early childhood education and care services, especially in societies that present a complex system with different levels of government and in which the population is composed of various cultural, linguistic and ethnic groups.
